Joint Development of a Double Degree Programme: Results of the TANDEM-UA-DE Workshop

From 24 to 27 November 2025, a workshop was held at OTH Amberg-Weiden within the framework of the TANDEM-UA-DE project, dedicated to the development of a German–Ukrainian double degree programme in Digital Technology and Management. The event brought together representatives of OTH Amberg-Weiden (Vice President Prof. Dipl.-Ing. Ulrich Müller, the TANDEM-UA-DE project team of Prof. Dr. Julia Heigl, Prof. Dr. Kateryna Antoniuk and Prof. Dr. Dmytro Antoniuk, Head of Quality Management and Accreditations Sabine Märtin, Head of Language Center and Head of Competence Center Bavaria, Central and Eastern Europe (KOMO) Marian Mure, STAR-T Double Degree Project Lead Laura Stoussavljewitsch) and Ukrainian partner universities, including Igor Sikorsky Kyiv Polytechnic Institute, National University “Zaporizhzhia Polytechnic”, and Lutsk National Technical University.

During the workshop, participants discussed the structure of joint study programmes, key criteria, the competency model, as well as approaches to quality assurance, learning outcome assessment, and procedures for recognition of courses. Particular attention was paid to accreditation issues, knowledge assessment systems, online examinations, and proctoring.

An important part of the meeting was the discussion of the teaching experience of the first six courses of the winter semester, delivered by Ukrainian lecturers within the TANDEM-UA-DE project. As noted by Prof. Dr. Julia Heigl, Head of the TANDEM-UA-DE project, these courses have formed a solid academic foundation for the future double degree programme and have demonstrated both the high level of expertise of Ukrainian lecturers and the strong interest shown by students.

As a result of the workshop, the partners agreed to continue the alignment of curricula, to work on the development of a Memorandum of Understanding between the universities, and to further cooperate on launching a full-fledged parallel degree programme in October 2026.

The TANDEM-UA-DE project thus confirms its role as a strategic platform for strengthening German–Ukrainian academic cooperation and for the modernisation of higher education programmes.

TANDEM-UA-DE presented at the DAAD Kick-off Conference within the Deutsch-Ukrainisches Hochschulnetzwerk (DUHN 2025–2029)

In early December 2025, the TANDEM-UA-DE project team took part in the official Kick-off event of the Deutsch-Ukrainisches Hochschulnetzwerk (DUHN) programme, organised by the German Academic Exchange Service (DAAD). The opening conference, held on 3–4 December 2025 in Berlin, brought together representatives of German and Ukrainian universities implementing DUHN-funded projects to present their initiatives, exchange experiences, and coordinate future steps in the development of academic cooperation.

The opening of the conference was attended by the President of DAAD, the Federal Minister of Education and Research of Germany, the Deputy Minister of Education and Science of Ukraine, as well as the Ambassador Extraordinary and Plenipotentiary of Ukraine to the Federal Republic of Germany. In their speeches, they emphasised the strategic importance of academic cooperation with Ukraine, the role of universities in the country’s recovery, and the need for long-term partnerships between German and Ukrainian higher education institutions.

The TANDEM-UA-DE project was presented as part of the DUHN project exhibition, where conference participants had the opportunity to learn about its key areas of cooperation, in particular the development of a German–Ukrainian double (parallel) degree programme and its individual modules in the field of Digital Technology and Management. The project attracted considerable interest as an example of systematic and long-term educational cooperation between universities of the two countries.

Members of the project team (Prof. Dr. Julia Heigl, Dr. Kateryna Antoniuk, Dr. Dmytro Antoniuk) actively participated in the workshops, which made it possible to gain a deeper understanding of DAAD’s expectations, the shared challenges faced by DUHN projects, and to develop a clear vision of effective pathways for cooperation with Ukrainian universities.

About the TANDEM-UA-DE Project

The TANDEM-UA-DE  (Teaching and Administration Network for Double Degree Education and Mobility – Ukraine and Germany) creates a transformative partnership between Ostbayerische Technische Hochschule Amberg-Weiden and six Ukrainian universities for lasting, impactful cooperation in the preparation of specialists in digital technology and management.

  • National University “Zaporizhzhia Polytechnic”,
  • National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”,
  • Odesa State Agrarian University,
  • Kyiv National University of Construction and Architecture,
  • Volodymyr Vynnychenko Central Ukrainian State University,
  • Lutsk National Technical University.

The project aims to establish a double-degree program in Digital Technologies and Management (DTM) and develop joint teaching modules that enhance collaboration between students and faculty from Germany and Ukraine.

This project builds upon the success of the DILLUGIS initiative and is designed to foster long-term cooperation in digital technology, management, and interdisciplinary education.

The project is implemented with the support of the DAAD as part of the ‘German-Ukrainian University Network’ programme funded by the Federal Ministry of Research, Technology and Space (BMFTR).

Activities

The TANDEM-UA-DE project focuses on several key objectives and activities that aim to enhance educational quality and create strong academic and industry networks:

  • Double-Degree Programmes 
    The project offers a joint German-Ukrainian double-degree programmes in Digital Technologies and Management (DTM). Ukrainian students will study online and in Germany and gain practical experience through internships in German companies.
  • Joint Teaching Modules
    Together with Ukrainian partners, OTH Amberg-Weiden will develop 20 interdisciplinary teaching modules that cover topics in management and digital technology. These modules will be offered in a blended learning format, combining online and offline teaching methods.
  • Student and Faculty Mobility
    The project encourages academic mobility through study-abroad programmes and internships in Germany, while faculty members will engage in teaching exchanges.
  • Support for Ukrainian Universities' Staff
    The project will provide training and capacity-building sessions for Ukrainian administrative staff on international cooperation, joint teaching, double-degree development, academic mobility, and the use of digital learning tools.

The project is open to students from Ukrainian partner universities who have a minimum English language proficiency level of B1 (for Technical English – B2). Participation in the German Language A2.1 online course does not require knowledge of English. However, prior knowledge of German at the A1 level is mandatory.

HOW TO PARTICIPATE IN THE TANDEM-UA-DE PROJECT:

  2. Choose the courses/disciplines of your interest that will be studied online in the framework of TANDEM-UA-DE Project, after thoroughly familiarizing yourself with their structure, competencies and skills. For more information, please consult the course catalog.
  3. Fill out the application form below with brief information about yourself, chosen courses and justification of the importance of participating in the project (2-3 sentences).
  4. Have a short interview with the project coordinators.
  5. Receive a confirmation letter about enrollment in courses.
  6. Take part in the organizational meeting and receive the class schedule.
  7. Take part in online lectures and digital practical activities.
  8. Pass the final assessment and receive a certificate.

Application for the TANDEM-UA-DE Project Summer Semester 2026 for Ukrainian students

Important organisational aspects

  1. The training will be provided by Ukrainian lecturers in an online format according to the courses of the "Digital Technology and Management" programme of the Ostbayerische Technische Hochschule Amberg-Weiden, Technical University of Applied Sciences.
  2. The language of education and communication is English.
  3. The start of online classes – March 16, 2026, the end of classes and final assessment – July, 2026. Application deadline – January 23, 2026
  4. Mandatory participation in at least 80% of online classes.
  5. The number of students participating in the project is limited, so registration is conducted on the principle of "first come, first served", on the condition of successful selection.
